Affordable Homes Phase 4, Thanet District Council

Following the successful completion of Phase 3 of Thanet District Council’s Affordable Homes Programme, Modus was re-appointed by the Council to act as Employer’s Agent and Quantity Surveyor for Phase 4 of the programme, supporting the delivery of new high-quality affordable homes across the district.

Phase 4 comprises the development of 49 new residential units, including a mix of houses and apartments designed to meet local housing demand and provide much-needed affordable accommodation for residents.

The homes will be delivered across four sites: Dane Valley Arms, Tomlin Drive, Staner Court and Clements Road. Together, these developments represent an important continuation of the Council’s wider programme to increase the supply of affordable housing while improving sustainability and long-term value for residents.

A key feature of this phase is its commitment to net zero carbon performance, with the homes designed to significantly reduce operational energy use and minimise the cost of heating and hot water for residents. By incorporating modern building fabric standards and energy-efficient systems, the scheme supports both the Council’s sustainability ambitions and the need to tackle fuel poverty within the local community.

The programme is funded through a combination of Right to Buy receipts, Thanet District Council’s Housing Revenue Account new properties reserve, grant funding from the Department for Levelling Up, Housing and Communities (DLUHC) through the Brownfield Land Release Fund, and borrowing via the Public Works Loan Board.

Modus has supported the Council throughout the funding process by undertaking a series of detailed cost exercises and financial appraisals, helping to inform funding applications and ensure the viability of the developments. Our role also includes providing ongoing commercial advice, cost management and contractual oversight as Employer’s Agent, ensuring the scheme is delivered efficiently, transparently and in line with the Council’s objectives.

This latest phase of the programme demonstrates Thanet District Council’s continued commitment to delivering sustainable, affordable homes while making effective use of public funding to maximise long-term value for the local community.
