Modus provided Quantity Surveying and Contract Administration services for the £11.1 million extension and remodelling of the Emergency Department at the Queen Elizabeth the Queen Mother (QEQM) Hospital in Margate, Kent. The project was developed in response to increasing patient demand and pressure on existing hospital facilities, enabling the hospital to expand its emergency care provision and better support the needs of the local community.
Delivered over a three-year period and carefully phased to allow the hospital to remain fully operational, the project involved the significant extension and reconfiguration of the existing Emergency Department. Working within a live healthcare environment required careful planning and coordination to ensure patient services could continue with minimal disruption throughout the construction works.
The scheme was delivered across three key phases.
Phase 1 included the construction of a brand-new children’s emergency department, alongside twelve new adult treatment bays, dedicated mental health facilities, and a new entrance and waiting area designed to improve patient flow and the overall experience for patients and visitors.
Phase 2 delivered a new Rapid Assessment and Treatment (RAT) area, providing twelve fully equipped individual treatment bays to support quicker assessment and treatment of patients. This phase also included a mental health de-escalation room, two clinical assessment rooms, an en-suite isolation room, and new reception and administration areas to support the operational needs of the department.
The third and final phase involved the complete rebuild of the existing resuscitation unit, delivering five new state-of-the-art resuscitation bays equipped to support critical care cases. A new ambulance access road was also constructed to provide improved access for emergency vehicles and support more efficient patient transfer into the Emergency Department.
The new extension to the hospital was carefully designed within the existing courtyard space, maximising the use of the constrained hospital site while creating modern, purpose-built clinical accommodation.
All elements of the project were delivered in full compliance with Health Building Notes (HBNs) and Health Technical Memoranda (HTMs), the specialist NHS guidance governing the design, planning and installation of healthcare facilities and building services.
As Quantity Surveyor and Contract Administrator, Modus provided commercial oversight and contractual management throughout the scheme, ensuring robust cost control, clear communication between stakeholders, and the successful delivery of a complex healthcare project within a live operational hospital environment.
The completed Emergency Department now provides expanded capacity, improved patient pathways and modern clinical facilities, helping QEQM Hospital meet growing demand for emergency care while enhancing the working environment for healthcare staff.
