Thanet District Council is progressing with its Affordable Homes programme, now moving into Phase 4. Following the successful completion of Phase 3, Modus has been re-appointed by the local authority to serve as the Employer’s Agent and Quantity Surveyor for this new phase. This phase is a significant step in the council’s ongoing efforts to provide quality housing for residents in need, featuring a total of 49 units across Margate and Ramsgate.
Locations and Developments:
- Dane Valley Arms – 17 units
- Tomlin Drive – 12 units
- Staner Court – 11 units
- Clements Road – 9 units
These sites will be transformed from previous brownfield land into vibrant residential communities, demonstrating an effective use of underutilised urban spaces. The development will include a variety of housing types, incorporating both flats and houses to cater to different housing needs and preferences.
These developments are the first within the programme to aim for ‘net zero’ carbon emissions. Each unit will be built to achieve an Energy Performance Certificate (EPC) Rating of A, specifically targeting a Standard Assessment Procedure (SAP) score of 92. This high rating indicates excellent energy efficiency, which will result in lower energy costs for residents and a reduced environmental footprint.

Construction Schedule:
- Start Date: September 2024
- Completion Date: March 2026
During this period, the construction will adhere to high standards to ensure the delivery of top-quality, durable, and energy-efficient homes. The housing units will be built with the latest construction techniques and materials to meet the ambitious sustainability goals set for this project.
The completion of these developments will provide numerous benefits to the local community:
- Quality Housing: Residents will gain access to high-specification homes designed to meet modern living standards.
- Energy Efficiency: Lower utility bills and a smaller carbon footprint will enhance the overall sustainability of the community.
- Addressing Housing Needs: These units will cater to identified housing needs within Thanet, helping to alleviate local housing shortages.
Phase 4 of Thanet District Council’s Affordable Homes programme represents a significant advancement in the council’s strategy to provide sustainable and high-quality housing. With Modus playing a critical role in cost managing and overseeing the project, the developments at Dane Valley Arms, Tomlin Drive, Staner Court, and Clements Road are set to become exemplary models of modern, eco-friendly residential living. The initiative not only addresses the pressing housing needs in Margate and Ramsgate but also sets a benchmark for future sustainable housing projects in the region.
